FTTH Slow Download / Fast Upload

I have been trying to troubleshoot my FTTH connection.  The connection is 500 Mbit synchronous from my local ISP.  It is a straight IP over ethernet connection.  They authenticate accounts based on MAC address.  So there is not PPPoE or VLAN to configure.  They connection is up and running, but I get about 100-180 Mbit down and 480 Mbit up.  I combed through the forum to find previous posts regarding fiber connections and tried a few things.  Hardware offloading for IPV4 forwarding is enabled.
