Maintain access to AP configuration page when Load-Balancing disables a WAN connection

Hello,

I'm using an ER-X on a boat with two Bullets connected to load balance and failover between multiple relatively unreliable wifi connections.  It is working fine except that when a wifi connection drops and the router disables the WAN interface I'm also unable to access the management interface of the bullet to connect it to another network.  I see there are static routes to the respective subnets on which the routers exist but when the WAN connection drops those routes are showing as not selected.
