Site-to-site VPN connected but cannot ping

I have connected two ubiquiti edgerouter lite with site to site VPN successful and i can ping from both ends with no issues

router#1 - 192.168.199.254

router#2 - 10.0.20.1

I then setup a second VPN site to site connection from ubiquiti router#1 - 192.168.199.254 to cisco router#3 10.0.20.2

the tunnel is up and connected but from 192.168.199.x network i can only ping 10.0.20.2 no other addresses respond.

router#2-10.0.20.1 and router#3-10.0.20.2 are on seperate ISP connections but both are on the same subnet.

From reading other forums, the only issue i found similar is due to firewall rules, i have not been successful yet.

I can post either edgerouter config if needed, not sure what info is needed for assistance, thanks in advanced.
