Dual Wan - Not Load Balancing

I have an Er-8.  I am trying to set up 2 WAN ports and be able to use Static routing to route traffic to the different ISPs.  Can anyone point me in the direction to do this?  I have tried dozen's of configurations and cannot get it to work.
