dhcp 2 3 and 4 server not give out ip

Hi, I am new to EdgeOS and ubiquity itself.

I just receive my router edge pro " EdgeRouter Prov1.9.0 " and update its firmware to latest one. It took me awhile to get it up and run. However, I encounter a problem here.

I setup 4 DHCP server each one assign to port or VLAN. the problem is only the default DHCP server give out IP address other 3 does not give out anything. 

I do some googling I could not find an answer I hope anyone can help me. 

ps: I still new all I do under GUI, not CL
