Firewall Openings for Phone

I am new to this and we are having an issue with our phone system.  Our phone vendor told us to do the following:

Please have your IT vendor make sure that the firewall at this location is allowing all traffic in and out on TCP & UDP ports 5060 & 5061 as well as any traffic to and from 207.207.250.56.

I started to try to do this in the GUI, but I immediately got lost because of the number of options.  Please help.
