Edgerouter lite using PPPOE will not use WAN IP for Proxy

Hello all.

  I have been using a Edgerouter lite for two years now to host a proxy which listens on the WAN interface with service from a cable ISP.

I am now trying to use the proxy with a PPPOE connection with no success. Everything else is working fine (NAT, Firewall, DHCP, L2TP, etc) I just get the error below when I set the PPPOE IP to be the listen address.

[ service webproxy ]
listen-address [XXX.XXX.XXX.XXX] is not a configured address

I attempted  to  port forward the service by setting the LAN IP to listen for the proxy but I was unable to get port forwarding to work. 

I am uploading a sanitized config. 

Any thoughts are appreciated.
