Block Streaming Media Sites without affecting the Traffic of Google

Hi For starters, i had this issue of Google Drive / Docs (mainly) not loading properly for most of the users. After unblocking the Streaming Media category, the problem got solved. The traffic have gone up. If i block Streaming Media sites youtube as well gets rejected. Google doesn't like that it seems. How to block the streaming Media sites without affecting the Google ecosystem, where we live? Regards Bala
