ERL on 1Gbps Fiber - Download 20mbps / Upload 1gbps

So I have been struggling with this today and am getting no where. Not exactly sure what is going on but I can not get around this issue at all. No matter what I do I always get 20Mbps down and 1Gbps up to the ERL. If I plug into my PC its a full 1Gbps Down and Up so the circuit looks good. Any help would be great, thanks!
