ER-X not dishing out DHCP

Hello, 

I just purchased a ER-X and it is not giving off DHCP? 

What am I doing wrong? 

I have tried plugging it into internet but nothing, no internet and nothing. 

I've tried to config my computer nic card to 192.168.1.x/24 and no dice still not able to pig or get to it. 

Any help as to what i'm doing wrong would be great.
