WAN Failover requires unplugging cable to trigger--watchdog seems innefective

I have had my WAN load-balancing and failover working well for close to a year now.  However all my testing required me to unplug one WAN or the other to simulate a failure.  


Last night a strong wind blew over our wireless WAN radio, so that signal obviously went down.  The command "show load-balance watchdog" and "show load-balance status" both indicated that indeed my eth0 connection was inactive.  I neglected to capture the exact output of those commands unfortunately. 

 

Despite the route-test failing (ping 8.8.8.8) the fail over was not taking effect.  When I went to the switch room and unplugged eth0, the fail over switched over almost immediately.

 

Any recommendations/suggestions on what to do?
