Complicated routing issue

Hey all, I have a slighty complciated routing issue I'm trying to solve.

I have a fiber provider that terminates over ethernet, no problem, we have two ER boxes hooked up with a switch and some vlans.

Each router will be configured the same (besides individual router IPs)

There is one annoynace that this fiber provider has that makes this routing a bit tricky.  They deliver our static IPs on a /29, but hand-off is a /30.  In order to avoid having two pairs of routers, I am trying to configure a bit of bouncing between ports.

eth0 - 192.168.x.y/24 (for VRRP communication + virtual-address for our side of the /30.

eth1 - Public/29 - one IP for each router, and a virtual-address to be the gateway on that subnet

eth2 - Internal/24 - Basic internal NAT with failover between routers.

Now, the trick is, how to get the failover working so that the router attempts to forward to the upstream gateway when it's in control of the shared IP on the ISP side.
