Limit internet bandwidth to certain IPs on a subnet

QoS is fairly complex I'm finding out. I need some help. How would I go about doing the following on my EdgeMAX running 1.9.1? Here are my interfaces:

vtun0 10.10.10.1/24 u/u Open VPN Server

 

My router is running as a DHCP server and I have static reservations for all clients on my network. 192.168.4.0/24 is the subnet where all my devices which I wish to QoS reside. 

 

192.168.4.95 - Limit internet upload to 2mbit

192.168.4.82 - Limit internet download to 0.25mbit

192.168.4.83 - Limit internet download to 0.25mbit
