configuration...novice user needs some help

I just purchased the Unifi 24 port, 250w switch and also the USG and an edgemax router.  we also purchased two ap pro's. I have not yet decided if I keep the edge switch or the usg, we will play around with them for a while.

The main reason to buy was that our old setup caused too many network issues and we needed some basic fw configuration.
But I still have an issue now and since we have no IT (small startup) we need some help to set this system up right.
We have a 20Mbps webpass connection with a fixed IP for WAN and 10.0.0.1 for LAN.

The main problem we have right now is, that if one user in the office download large files (especially MS related files like msdn for example), our entire network becomes very slow and semi unresponsive.
So I would like to set it up in a way that no one or two users can ever use up our entire bandwidth.
How can I configure this on the edge router (or the usg) or the switch ?
I already (as a test) configured one wifi network to only allow 10000 Kbps (for example). But I am hoping for a smarter setup where I can configure:

1. Lan users can get full speed when available but never use up all bandwidth.
2. I only make 75% availalble to lan and wifi and set up a second wifi with the remaining 25% so that is always available in emergencies.

some help would be appreciated.

Right now I feel slightly overwhelmed where to start. 

I am using the edgemax right now since I could not get the usg work with the static IP of our provider. also, switch is only set up behind the usg on a small test network. so my questions above are for this test network or for the edge, either would work for now.
