Just a FYI to anyone having the same issue I had today.
When I setup the router I left it at auto negotiation which connected. However, when I started running some speed test I found the upload speed was about about 5% of what it should have been. So I changed to Full Duplex and tested again, same issue. After a few calls to my provider and trying different things I finally rebooted the router and it worked correctly. So it appears changing to Full Duplex from Auto does not change anything until you reboot... At least on 1.9
