EdgeRouter X unable to access Samsung NVR via TCP port 554

Background: EdgeRouter X is setup with a PPPoE connection on eth0, eth1-4 setup as a single LAN with the 192.168.1.0/24 address block. There is a printer on eth1 and two UniFi APS on eth 2-3. The Samsung NVR that I'm trying to connect to is on eth4 with a static IP of 192.168.1.4. Ran the wizards to enable TCP MSS Clamping and UPnP.

 

I've spent the past couple of hours trying to get even local access working on a Samsung NVR that is setup to use TCP port 554 for RSTP transmission. The Smart View software running on the laptop will automatically find and login to the NVR via port 8080, but I am unable to get any video from any of the cameras (they show up fine on the monitor, and the NVR has it's own DHCP server for the cameras). I've tried setting up port forwarding, following the NAT Hairpin Guide (even though it's not required anymore), disabling the firewall, and even running through the setup wizard again.

 

What am I doing wrong that prevents me from even having local access to the NVR? Do I need to put all the connections on a switch instead of the ports in the router (I have it setup to use eth1-4 as a switch so I shouldn't)? I'm at the end of my rope and getting really frustrated that I can't even access the NVR locally, let alone getting it setup for Internet access!
